Who can/cannot hire a Tier product:
- you need a driving licence to join the Tier scheme and hire an e-scooter;
- you don't need a driving licence to join the Tier scheme to hire an e-cycle.
There are no exceptions to the requirement to have a driving licence for people who are adults but have a health condition such as epilepsy, for example. On 26.8.22 The Tier Head of Cities - UK & Ireland confirmed: "This [having a driving licence to hire an e-scooter] is a requirement set by the DfT which we are unable to control."
